Mabusth <br />June 10, 1981 <br />SUBJECT; #585 George Hussman, 3660 Shoreline Drive <br />Preliminary Subdivision <br />Park Commission report <br />The Park Commission feels there is adequate area in the <br />Daniels Park facility to handle the additional children from <br />the Navarre subdivision. The area of the park consists of 5, <br />50' X 150' lots. The park will be designed specifically for <br />younger children - grassed areas with playground equipment. <br />Your approving recommendations should contain the following <br />points: <br />to recommend preliminary approval of the Navarre plat for 24 <br />residential units based on the finding that the subdivision <br />meets the allowed density use for the LR-lC-1 district and <br />that there is adequate sewer and water service available to <br />the subject area; such approval is subject to the following <br />conditions: <br />1) Plat road, to be named Wiley Place, is to be a public <br />road (30' pavement, 80' diameter cul de sac, 7 ton cap <br />acity) . Obtain new permit from Hennepin County Highway <br />Department if necessary - right turn lane at west end of <br />property is required. <br />2) Holding Pond designated as an outlet with 15' easement <br />designation for storm sewer wetwork. City to require <br />a flowage and conservation easement over retention pond. <br />M.C.W.D. must review this proposal. <br />3) Developer must submit grading, planting and erosion con <br />trol plans. <br />4) Developer is responsible for extension of sewer and <br />water service to each unit. <br />5) Dedicate 7' of additional right of way on County Road 15, <br />Dedicate 15' of additional right of way on Blaine Avenue. <br />Dedicate 5' for walkway. <br />Dedicate drainage easements over entire pond area. <br />6) Developer to submit copy of proposed Homeowners Association <br />Articles of Incorporation bylaws and protective coven <br />ants providing for common ownership and maintenance of <br />pond and walking outlots. <br />Enter into a Subdivider's Agreement (to be completed be <br />fore improvement construction begins) to include con <br />struction cost estimate, commencement and completion date <br />estimates, performance bond or letter of credit and war <br />rantee bond.
