McQjusth <br />DATE:May 29, 1981 <br />SUBJECT:#618 Rex Welsh, 650 North Arm Drive <br />Conditional Use Permit <br />Zoning District - LR-IB <br />Application - Conditional Use Permit for dredging - <br />not maintenance dredging <br />Mr. Welsh would like to construct a dock on his lakeshore but <br />finds he does not have navigable waters at that location. <br />Please review the enclosed Council minutes of 10-10-78 and <br />the Zoning Administrator's memo for a setback variance application <br />for the Welsh's to permit construction of his new home. Note <br />the lines that refer to his proposed dock that the City would <br />not recommend dredging, shoreline alteration, decks or retaining <br />walls on the steep bank. <br />To my knowledge the Council has not approved a request for <br />new dredging under any circumstance. The west portion of the <br />area to be dredged is typical of the lakeshore environment <br />this Council will fight to protect. <br />Planning Commission may take the compromise position of granting <br />a dock lenght variance for a given lenght over 100' where it <br />reaches a 4' navigable depth. An inspection of this site is <br />a must for all members if you plan to vote on the above recom <br />mendation.
