Olson <br />DATE:March 23, 1981 <br />SUBJECT: Ordinance Revisions <br />Procedures <br />I cun now fully involved in working on revisions to the zoning <br />and subdivision ordinances again. Scheduling of joint <br />Planning Conunission and Council meetings is in order. <br />This time, with recodification in progress, we should work <br />toward developing an entirely new, updated and reorganized <br />code. Substantive changes can be discussed and decided <br />one at a time, and then all integrated into a revised doc­ <br />ument for public hearing. If adoption is done as part of <br />adoption of the recodified code, substantial cost savings <br />will result because in that case the text of the code need <br />not be published. Only in exceptional circumstances should <br />changes be formally adopted prior to recodification since <br />this will duplicate effort and delay the recodifier. <br />Consequently, I will prepare items for discussion on an <br />abstract basis without getting into final, legal language. <br />Items will be separated by category. First, I will briefly <br />describe the existing regulation. Then I will list some of <br />the issues or problems we have experienced. Finally, I will <br />suggest some changes in content to solve the issue. Council <br />and Planning Commission members should expect to make con­ <br />tent decisions based on the purpose they want the ordinance <br />to accomplish. These decisions will then be drafted into <br />the final document for review prior to public hearing.
