-.4 <br />I' <br />I <br />■S <br />Sl <br />TO:Planning Commission <br />PROM:Jeanne Mabusth <br />DATE:March 12, 1981 <br />SUBJECT: Verne Hubbell, 3340 Watertovm Road <br />Use Permit <br />- Conditional <br />An inspection of the site was made by the City Engineer, <br />Glenn Cook, and myself on March 11, 1981. My following state <br />ment will attempt to summarize Mr. Cook's findings until <br />the meeting night when I will present his written report. <br />The fill site appears to have been operated for a minimum <br />of two years. A comparison can be made of the existing el— <br />.?^.>^ations of the properties to the south to assist in deter <br />mining the previous elevations of the subject property. The <br />majority of the surface drainage from the surrounding properties <br />drains towards the wet lands to the rear. Cook would not^ <br />recommend removal of all the fill but suggests that the City <br />require removal of the fill located in the designated wet <br />land area. To require the removal of all large foreign objects <br />such as cement block, large pieces of concrete, etc. and to <br />grade the sides of the entire fill area to a 4:1 slope. <br />This slope ratio will attempt to create a more gradual pattern <br />of drainage to the extensive wetland system to north. The <br />current pattern of drainage from the subject site is still <br />predominantly to the wetlands. <br />The Engineer can find no evidence of drainage problems sustained <br />by neighboring property to the south, certainly the 4:1 slope <br />will remove any chance of a future problem. <br />In addition, the cut into the upper bank should also be <br />graded to a 4:1 slope. <br />Hay bales are to be placed along the edges of the wetlands <br />immediately. The disturbed area is to be seeded upon com <br />pletion of the necessary grading. The hay bales are to remain <br />in place until the City inspector is assured the ground <br />cover has taken hold. <br />It would be staff's recommendation that the City place Hubbell <br />on notice that if he is found filling without the necessary <br />permits either at this site or any whore else in the City <br />of Orono, now with the full knowledge of the intent of the <br />City's code that he will be tagged, fined and subject to <br />litigation.
