Create new permitted use - In patient-outpatient chemically dependent <br />treatment facility <br />2. Rezonlng from RR-IB to RR-lB-1 <br />3. Conditional Use permit - under the RR-16-1 <br />4. Subdivision - 2 lots <br />The Planning Commission is asked to conceptually review Mr. Ringer's <br />proposal to create a 28 acre lot to house a future treatment center. The facility <br />shall be operated by the Parkview Treatment Center offering both in patient care <br />for 24 persons and an out patient clinic. The applicant has submitted printed <br />information on the existing Parkview Treatment facilities for your review. <br />The zoning code does not include chemical dependent treatment centers as <br />a permitted use in any zoning district. At a preliminary meeting with the <br />developer, staff advised that the RR-lB-1 sub-district may be suitable for such <br />a use. <br />1. <br />2. <br />Planning Commission is asked to consider the following: <br />« <br />Should this type of use be permitted in a rural residential zone? <br />What is either positive or negative concerning the proposed use at <br />this location? <br />3. Can the standards of the conditional use permit for the research center <br />apply to the treatment facility? If not how would you change them? What <br />would you add? <br />4. How suitable is this use given the surrounding properties? <br />5. Is there a problem in locating the facility so close to commercial and <br />industrial zones? <br />6. How important are the opinions of the surrounding property owners? <br />7. How compatible is this use with the intent of the Comprehensive Plan? <br />8. Will this use force expansion of City services?
