Notion, Ayes (4) - Nays (0). <br />VARIANCE <br />2160 Wayzata Boulevard <br />(Continued! <br />-•y 1 <br />Jean Mabusth, Zoning Administrator, entered into <br />the record the request of David J. Butler, 4685 <br />North Shore Drive, for a conditional use perm' , <br />dated March 7, 1980, which states: <br />CONDITIONAL USB PERMIT <br />4685 North Shore Drive <br />#537 <br />David Butler <br />Mr. Butler has taken a one-time cabin and expanded <br />it into a very large year-round house. In 1976, <br />he received a variance (#194) to add an 18* X 30* <br />addition onto the existing 540 sq. ft. house. In <br />1978, he received a second variance (#382) for a <br />second addition of 1,620 aq. ft., plus a three-car <br />garage. He now finds that he cannot use the drive- <br />way year-round because of its slope so is requesting <br />{armission to construct an additional 10* wide <br />driveway down the hill to Rest Point Lane. <br />— - ■ <br />i-.- <br />. a <br />f.'''•w-' <br />r .=• rz.. <br />The original cabin had all parking located on <br />the top of the hill perpenducular to County Road <br />19 in an attempt to reduce the grade (we have no <br />County permit for this drive either). <br />■ V! 'I <br />We do not have engineering drawings, but the a.:i.ey <br />location has been surveyed and staked. It is <br />apparent that grading and filling would be required <br />to construct the driveway and the erosion and <br />drainage control details would be important. The <br />embankment around his house %»ould require a significant <br />excavation and/or retaining wall. <br />V. <br />It is equally obvious that the existing driveways <br />are too steep to be usable and that they exit onto <br />County Road 19 in a hazardous aumner. There is no <br />landing on top of the driveways and the slope, <br />coupled with cars parked in the parking stalls, <br />reduces sight distance to nil. The Rest Point access <br />%#ould be safer with better sight distance and less <br />traffic. The slope is still steep, however. <br />glK ■.'l <br />The proposal has been reviewed by Chief Kilbo, John <br />Gerhardson, Alan Olson, Jean Mabusth, Tom Jacobs, <br />and the Planning Cossiission. We all feel that the <br />Rest Point driveway is reasonable, providing it is <br />constructed according to approved plans. The only <br />issue is the existing entries onto County Road 19.(Continued)
