He has been advised by staff of the severe <br />limitations on the site concerning future expansion and <br />inqprovement. Aabel plans to construct a second story on the <br />existing house and relocate the two bedrooms on the ground <br />floor to the new second story. The existing ground floor will <br />contain a living room, kitchen and dining area. The bathroom <br />addition (7* x 8') on the west side of the house will be <br />removed and a bathroom relocated within the remaining structure. <br />The existing home could legally be expanded without the need <br />for variance review - both the Orono Zoning Code and the State <br />Building Codes contain no condition that would require review <br />by the City if an expansion exceeds 50% of the assessed market <br />value of a structure. Through the subdivision application, <br />the City may attempt to limit all future expansion on this <br />substandard, rural property. The final resolution approving the <br />subdivision may contain language that will limit all future <br />bedroom and bathroom expansion until the area is sewered at <br />some future date. <br />The septic consultant confirms that the subdivision will have <br />no effect on the septic inadequacies of Lot 11. I would argue <br />that not only does the exchange of parcels make for logical <br />use and ownership but the additional land will keep the only <br />remaining septic area for Lot 11 protected from a potential <br />parking or driveway area. <br />A pitblic hearing has been scheduled for July 19, 1982 <br />V: V;t <br />% <br />kL
