Such a public <br />turn-around is necessary for this road, and is certainly <br />required if new development occurs on the peninsula as <br />proposed. Because of recalcitrant land owners, however, <br />the City may have to participate in condemnation of some <br />right of way. This was offered during the last application <br />but the developer never requested such help. <br />DENSITY ...fhe developer has planned 5 units based on % acre density <br />and a 2.71 acre gross property size. If a 50* private <br />road outlot were provided pursuant to CMP transportation <br />policies, the net property area exclusive of right of way <br />ffould allow at most 4 units, not 5. Planning Commission <br />and/or Council should provide guidance as to whether gross <br />oif net area is to be used for determining permitted density <br />HARDCOVER <br />fhe developer has indicated hardcover area, but has not <br />provided flgtires to show % of coverage in the 75-250 foot <br />zone. A hardcover variance is obviously necessary to allow <br />construction of a road (within the 75 foot setback) between <br />the cul de sac and the development. There is no structural <br />hardcover (except existing) proposed within 75 feet. <br />However, it appears very likely that the hardcover proposed <br />grossly exceeds the 25% allowable in the 75'-250' zone. <br />DOCKAGE <br />There’Ts obviously enough shoreline to have all units <br />riparian. The Planning Commission/Council should provide <br />guidance as to whether they would prefer individual dockage <br />on individual lots or outlets, or whether they would prefer <br />one joint use dock within the common open space. Individual <br />dockage would allow up to 4 watercraft per unit (20 boats), <br />idiereas joint dockage may allow lesser limitations. <br />SEWERAGE . ^ ^ ^ <br />The existing house is one of a few remaining that has <br />never been connected to sewer. A condition of approval <br />of application #466 was Peterson's agreement to provide <br />the connection before July 31, 1980.
