This kind of application <br />and any application for the chemical treatment of submerged vege­ <br />tation must include the signatures of all property owners whose <br />shore lines will be treated. <br />(3) An application for lake-wide control of algae <br />must be accompanied by evidence that a majority of the property <br />owners on the lake are in favor of the proposed treatment. <br />(4) Except in rare instances, no applications for <br />chemical control of aquatic vegetation will be accepted for processing <br />after August 1. Persons applying after August 1 must include a <br />letter of justification. <br />(5) The Commissioner shall not issue a permit for <br />chemical treatment of waters used by humans for drinking unless he <br />first obtains approval from the Minnesota Department of Health. <br />(6) Only chemicals registered with the United States <br />Environmental Protection Agency (EPA) as aquatic herbicides or <br />algicides and registered with the Minnesota Department of Agriculture <br />and approved for use in public waters by the Minnesota Department of <br />Natural Resources may be used for chemical control of aquatic vege­ <br />tation or algae in public waters; except that permits may be granted <br />for experimental use of unregistered chemicals in a bona-fide <br />experimental program under an experimental use permit from the EPA <br />and/or the Minnesota Department of Agriculture. <br />(7) Instructions and precautions furnished with a <br />herbicide by the manufacturer and by the Department of Natural <br />Resources shall be followed when applying it or using the treated <br />area after application. Chemically-treated areas shall be posted <br />with signs furnished by the Department of Natural Resources bearing <br />the permit number and name of chemical used and stating the date <br />of treatment and dates at w'hich water from the tre<ited area may be <br />safely used for swinmiing, fishing and other uses as specified on <br />the product label or by the Department of Natural Resources.
