The <br />Metropolitan Council has adopted this Was*:e Management Policy <br />Plan in accordance with the policies established as part of the <br />Metropolitan Development Framework. Pursi'ant to adoption pf the <br />Waste Management Policy Plan, the Metropolitan Waste Contml <br />Coifmission is required to prepare a Development Program to carry <br />out the objectives and policies established In the Waste Management <br />Policy Plan. <br />■n <br />‘V <br />f V <br />"rl <br />«. <br />•44.' ' <br />X'- > <br />A principal policy of the Development Framework designates urban and <br />rural service areas within the seven-county metropolitan area. The <br />urban service area consists of all portions of the i.ietropolitan area <br />progranmed for urban service up to 1990. The Commission's Development <br />Program will provide for extension of sanitary sewer service to these <br />areas.^ > . . .4 * <br />'■* iv. i ‘ <br />It will be necessary for the Comnission to revise* the present Sewer <br />Service Area boundaries to be consistent with the 1990 urban service <br />area established in the Development Framev/ork Guide to carry out the <br />Waste Management Policy Plan and Program. The urban service area or <br />sewer service area in your community will be dependent uf)on waste- <br />water treatment plant capacity and population projections. This <br />information is a necessary part of a revised or updated CSP. tch <br />local government unit is required to prepare and submit for approval <br />to the Comnission a comprehensive sewer plan (CSP) whicu is consistent <br />with the Development Framework Program ^nd Waste Management Policy Plan. <br />-The approval of an updated CSP is necessary before improvements to your <br />sanitary sewer system will be recommended iPor approval to the Minnesota <br />Pollution Control Agency (MPCA)i Enclosed is a copy of the criteria <br />for the minimum information necessary for the preparation of a CSP, ; <br />and a review of your present CSP against the new miriiirum criteria. <br />Please study the minimum information in order to insure submittal of <br />a complete CSP. <br />If <br />u <br />'V... <br />' ,y <br />aaaa/m
