The average lot size in each of the zoning districts, '/i, 1,2, & 5 acre districts, was determined by <br />dividing the number of acres in each district by the projected number of homes at full <br />development in each district. The average lot size for the City was calculated by using a <br />weighted average of the percentage of homes in each zoning district at the previously calculated <br />average lot size for that district. Approximately 50% of the homes in Orono are in the 2-acre <br />district, 45% are in the % & 1 acre districts, and 5% in the 5-acre district The weighted average <br />lot size was determined to be 2 acres <br />The use of an average residential lot size is the only practical method for implementation of a <br />storm water utility and is also equitable. The smaller lots may have less impervious surface, than <br />the larger lots, but the runoff rate is increased because of less pervious lot area to slow the water <br />down and allow for infiltration into the ground. The runoff rate determines the size of the storm <br />water facilities required. The larger lots may have more impervious surface, than the smaller <br />lots, but the rtinoff rate is decreased because of the larger pervious lot area to slow the water <br />down and allow for infiltration into the ground. <br />The average single family residential lot runoff defines the fee structure's basic unit, the <br />"Residential Equivalency Factor" (REF). Nor.-residential parcels will be assigned REF values <br />based on the amount of nmoff ge**- rated by these parcels versus the amount generated by the <br />typical single family residential lot. This PXF will be determined based on the acreage and <br />percentage of impervious surface for each non-residential lot. The following table provides a <br />listing of per acre REF factors based on the percentage of impervious surface for the parcel. The <br />total fee is determined by multiplying the REF factor from die table by the acreage of the parcel. <br />The REF cannot be less than one for billing purposes.
