Section 3. Rales and Charges. <br />Subd. I. Rwidgniial Equivalent Factor . Rales and charges for the use and availability of the system shall be <br />determined through the use of a "Residential Equivalent Factor" ("REF"). For the purposes of this sv-ciion. one <br />REF is defined as the average volume of surface water rtmoff coming from an average single family residential <br />lot of 2.0 acres of land and 20% imperv ious surface. <br />Subd. 2. neiermination of RHPs - Non- Residential Properties.
