MINUTES OF THE <br />ORONO CITY COUNCIL MEETINC <br />Moaday, Noveaiber 24,2001 <br />7:00 o’clock p.oi. <br />(LMCD Report, Contiaoed) <br />since it uould be a violation of their rights. McMillan stated she personally would like to sec s<imc <br />restrictions on motorized walcrcran but that the ordinance as proposed may be too prohibitive. <br />McMillan indicated this item would be discussed again at the next LMCD meeting. <br />White suggested the LMCD consider restriction.s on the size of the motor, which may be easier to <br />enforce. <br />McMillan stated the Mayor of Shorewood addressed the LMCD at their last meeting and reported that <br />the City of Minneapolis had passed a phosphorus point of sale restriction ordinarKc. which requires <br />stores that sell fertilizer to display non-phosphorus fertilizer towards the front and iertilizer containing <br />phosphorus towards the back. Tlie ordinance further requires customers to obtain a soil test to <br />demonstrate that their lawn is in need of phosphorus before they may puahase fertilizer containing <br />phosphorus. McMillan noted this is the first ordinance of its type in the country and should help other <br />states in getting a state-w ide ban on fertilizer containing phosphorus. <br />Nygard encouraged StafTto work with the local retailers to insure compliance with the ordinance. <br />McMillan indicated the Water Patrol has stated the two additional deputies have made a tremendous <br />differenee in enforcement of safety on the lake, w hich has resulted in a very successful safe season for <br />boaters this year. <br />Sanscvcrc thanked McMillan for her fine representation of the City of Orono on llie LMCD. <br />McMillan noted the next meeting of tlie LMCD is scheduled for December IZ*. <br />PUBLIC COMMENTS <br />Bill Franklin, Baldur Park Road, gave a brief update to the Council on the progress being made with <br />development of his property. Franklin stated he has delineated the boundaries of the w etlands, w ith <br />the information being supplied to the Minnehaha Creek Watershed District for verification. Franklin <br />stated he has reviewed the location of the sewer w ith City Staff and has arrived at a rough location for <br />the sewer line. Franklin stated he would have the easement documents prepared in the near future. <br />ZONING ADMINISTRATOR’S REPORT <br />(«J) WI-2736 LONG LAKE FIRE STATION - 340 WILLOW DRIVE NORTH - LAND <br />ALTERATION CONDITIONAL USE PERMIT - PUBLIC HEARING - RESOLUTION <br />NO. 4726 <br />Mayx>r Peterson opened the public hearing at 7:18 p.m. <br />NVeinberger stated a conditional use permit is required in order for site preparation to commence on <br />the new Long Lake Fire Station.
