ROLL <br />ORONO CITY COUNCIL MEETING <X <br />TUESDAY, NOVEMBER 13,2001 <br />NOV 2 6 2001 <br />ClIYOr <br />The Council met on the above-mentioned date with the following members present: Mayor <br />Barbara Peterson. Council Members Jim White, Jay Nygaid, and Bob Sansev’ere. <br />Representing staff were Acting City Administrator Michael Oaffron, City Attorney Tom <br />Barrett, Zoning Administriilor Paul Weinberger, Zoning Administrator Wciuiy Bottenberg. <br />City Engineer Tom Kellogg, Public Services Director Greg Gappa, and Recorder Alissa <br />Winlemhcimcr. <br />City Administrator Ron Moorse and Council Member Richard Flint were absent. <br />Mayor Peterson colled the meeting to order at 7:00 p.m. <br />CONSENT AGENDA <br />1. Approvc/Amend <br />Items 13, 14, 15,16,17, 18, 19,20,21,22,23,24, and 25 were added to the Consent <br />Agenda. Items 3,6, and 11 were removed from the Consent Agenda. Mayor Peterson <br />stated that Item 26, the Special Event Permit application had been withdrawn. <br />Sansevcrc moved, and Nygard seconded, to approve the consent agenda as amended. <br />Vote: Ayes 4, Nays 0. <br />PUBLIC HEARING <br />2. Storm Water Utility <br />Mayor Peterson opened the Public Hearing at 7:05 p.m. <br />Gappa stated that the purpose of creating and implementing a storm water utility is to <br />provide an equitable, dedicated funding source for additional or improved storm water <br />drainage ser\ ices. Benefits include: flood control, water quality control, wetland <br />protection, erosion and sediment control, and an enhanced storm water conveyance <br />system. <br />Gappa stated the criteria used to determine the total runoff and fee structure were a Model <br />Storm with a 5-year frequency with 3.6 ” of rainfall in 24 hours, and Soil Conser\*ation <br />Service Hydrology Methodology to determine the amount of nmoff. The Average Single <br />Family Residentid Unit was considered 2.0 acres with 20% Impervious Surface.
