Smith. 952-475-1388) , ,.. <br />Refcn5^Fil,18W2.I UoO,Vo <br />Dear Mayor Peterson: <br />At its meeting on October 24.2001. the Metropoliirn Council completed its review of the City of <br />Orono Comprehensive Plan, an update of the city’s P JO comprehensive plan. The Council <br />based its review on llic staffs executive summary and review record. A copy of the Council ’s <br />review document is enclosed for your records. <br />The Council found tliat Orono ’s comprehensive plan is generally consistent with the Council ’s <br />h()uscholu forecasts and that it is in conformity with the regional system plaits for aviation, <br />recreation ‘ *.xn space, transportation and wastewater service. The city's plan is consistent with <br />regional housing policy md compatible with the plans of adjacent communities and school <br />districts. <br />The Council found that Orono's comprehensive plan is inconsistent with the Regional Growth <br />Strategy. However, previous negotiations between the Council and the city rcstncled the amount <br />of sewer capacity available to serve this area, resulting in larger lot developments supported by <br />Individual Sewage Treatment Systems. Natural features and public/semi-public facilities further <br />restrict the number of lots still available for feasible future subdivision into urban lots. Therefore, <br />urban development is not expected to occur in the area designated in the Regional Growth <br />Stralegv' as Urban Reserve, and therefore is not a system departure. <br />The Council adopted the following recommendations: <br />I. That the city of Orono can put its Comprehensive Plan into effect and no plan <br />modifications arc required. <br />That the Metropolitan Council change the Urban Reserve designation to Permanent <br />Rural as indicated on Figure 7 to reflect previous negotiations for limited sewer <br />capacity in the city, actual development patterns, and environmental constraints. <br />Upon ‘he approval of the Mty's comprehensive plan and prior to the construction of <br />any extensions or additions to its disposal system the city must submit a <br />Comprehensive Sewer Plan (Tier II Plan) to the Council for final approval.
