Limited Neighborhood Business District <br />A Resolution <br />B Site Plan <br />C Planning Report (October 10, 2001) <br />Review of Request <br />Mark Brewer, proprietor of the Brewer Chiropractic Clinic in Mound, has filed an application for a <br />Commercial Site Plan Review to convert the existing non-conforming single family dwelling at 3800 <br />Shoreline Drive into a clinic. “Clinics” are listed as a permitted use in the B-5 district. No variances are <br />required. <br />The building has undergone some e.\tcnsive interior remodeling by Brewer as part of tlic conversion of the <br />structure from a residential use to a clinic/ofnee use. The remodeling has included making the building <br />handicap accessible per ADA requirements. The City has issued permits for the interior remodeling, but the <br />creation of a commercial parking lot has triggered the need for a Commercial Site Plan review . <br />The primary site plan change to accomplish the conversion from residential to commercial use is the addition <br />of a parking lot and new driveway access to the parking area. <br />Staff Recommendation <br />The site plan meets ail requirements of the B-5 Zoning District. The proposed use is an excellent fit for the <br />B-5 District and is a permitted use in the B-5. Staff recommends approval of the Commercial Use and Site <br />Plan, subject to resolv ing the parking lot design and drainage issues. S'our approv at recommendation should <br />be subject to the following conditions: <br />1. The final design of the parking lot must meet the requirements as specified by the City <br />Engineer, including the installation of curb and gutter to positively direct runoff to its <br />intended end location, avoiding potential negative impacts to adjacent properties.
