The primary intent of the <br />ordinance revision is to require *^finished” sides of fences to face the neighbors house. Most Cities require <br />the finished side of the fence to be faced either towards the neighbor and/or towards the public right of way. <br />Hie proposed ordinance does not change the existing requirements for height and location of a fence, except <br />in the case of a split rail fence. The proposed ordinance would allow fences of no more than three rails to <br />have a maximum height of 48" and rail fences may be 60" above grade when used for the keeping of horses. <br />In all cases a split rail fence could not be more than S0*/« opaque. The only other proposed rev ision would <br />change the "average lakeshore setback** for fences to be defined as the average setback between the fence <br />owners residence and the closest adjacent neighbors residence rather than the average setback between <br />the two adjacent residences <br />Review of Planning Commission Discussion - Proposed Ordinance Changes <br />• I he proposed ordinance for review and discussion would allow split rail fences to exceed the <br />existing standards of 3 Vt feet in required front or street yards. The proposed ordinance would allow <br />fences of no more than three rails to have a maximum height of 48" and rail fences may be 60" above <br />grade when used for the keeping of horses. In all cases a split rail fence could not be more than 50% <br />opaque. <br />• The new ordinance would include language that would require fence owners to keep a fence in a <br />reasonable and safe condition. <br />• Fences would also be required to be installed with the ‘‘finished** side facing a neighboring property <br />or a public/private roadway. The finished side of a fence is the side of the fence having no structural <br />supports.
