Orono will <br />continue to actively participate in Community Development Block <br />Grant and Minnesota Housing Finance Assistance programs designed <br />to help these citizens meet their vers immediate housing needs. <br />OroDo will encourage developers to provide a variety of bousing <br />t>’pes and cost ranges. Wlicnever a multiple family or clustered <br />housing development is proposed. Orono will actively encourage <br />setting aside a reasonable number of units for large families and/or <br />for low and moderate income families. Orono will participate and <br />assist developers in applications for loan guarantees or other suitable <br />forms of housing subsidy aids which may be available. Orono will <br />also consider proposals for lifecvcie housing options for sites which <br />have not been guided for such use, but where such use mav be <br />appropriate if developed in a manner that is sensitive to the <br />surrounding land uses and has the necessary services available. Such <br />areas mav include property that is currently guided or zoned for more <br />intense uses such as commercial or industrial, or mav include sites <br />adjacent toexistimi hiuher intensity uses. <br />Housing construction will be subject to uniform state building <br />code requirements but will not be burdened with unnecessary <br />zoning requirements. Orono does not intend to require arbitraiy <br />minimum dwelling sizes or minimum amcnit>* installations os these <br />artificial standards only drive up the cost of housing while limiting <br />the buyer's freedom of choice. Zoning standards for lot area and lot <br />density will be based strictly upon environmental concerns and public <br />facilities availability. Zoning performance standards will be bused <br />upon minimum health and safety standards such as fire protection and <br />open space availability. State Building Code performance standards <br />will be enforced to ensure structurally sound, weather resistant <br />buildings providing adequate health and safety protection for the <br />future occupant and for the general public's welfare. <br />Orono will encourage community pride. Private initiative has <br />always been a charactcrstic of Orono residents. Programs will be <br />pursued to encourage continuing maintenance and upkeep of all <br />properties and to promote the privately financed rehabilitation of <br />older and under-used properties. <br />Orono will promote energy conservation methods and <br />procedures. The Building Inspection Department will actively keep <br />abreast of all new s>stems and products and will assist all <br />homeowners in auditing aiul improving the energy efficiency of their <br />homes.
