The MUSA defines those portions of the Metro Area <br />where development is allowed to occur with municipal sewer rather than w ith septic s>-stems. <br />The initial intent was to provide the potential to sen e the vacant parcel at 645 Old Long Lake Road <br />and developed parcels adjacent to it. The area proposed to be included in the MUSA has now been <br />slightly expanded by sUfT to include those properties abutting Old Long Lake Road w hich could <br />potentially connect to the sewer line if one is constructed. <br />Please review the staff memo of January 9 for more infonnation on the property at 645 Old Long <br />Lake Road. Also review the Jamiarv' 13 Ci icil minutes for a sense of the Council's direction <br />Process <br />The public hearing is the first step in the process for completing a Comprehensive Plan amendment <br />to revise the MUSA. Once Planning Commission has completed the Public Hearing and <br />recommended approval, a Resolution w ill be presented to the City Council for conditional adoption <br />of the amendment subject to Met Council approval. The proposed amendment w ill be submitted to <br />the Met Council on their standard forms w ith supporting information, and also submitted to adjacent <br />municipalities for cornmem. Once Met Council has approved the amendment, the City can formally <br />adopt it by resolution. After the amendment takes effect, actual construction of s^ers and the <br />asscssmenu for sa-;c are topics primarily dealt with by the Council with no further Planning <br />Commission action required. P dir linaiy discussions w ith Met Council staff indicate because the <br />area of the amendment is less than 40 acres, and because there are no impacts to metro s>stems. the <br />amendment w ill likely be considered as minor and timely approval would be expected.
