Olson, Village Planner ^415 <br />DATE:August 9, 1978 <br />SUBJECT: #415 Conditional Use Permit <br />Lowell Zltzloff, 3502 Shoreline Drive <br />The applicant Is requesting permission to operate an auto parts <br />supply store In the vacant McCharles building at this location. <br />Ihe business Is stated as being primarily wholesale In nature <br />with limited retail trade. <br />The property Is zoned B-5, Limited Neighborhood Business District. <br />The property Is 13,450 sq. ft. In area and 100 ft. wide. The <br />B>5 District provides for certain "permitted" and certain <br />"conditional" uses, but auto parts Is not specifically listed In <br />this or any other district. The last use of this building was <br />for a retall/manufacturlng outlet for redwood burl prodvicts. <br />This use was approved by the Council on April 26, 1976. At that <br />time, the property was zoned B*4, Office and Professional Business <br />District. <br />Review of this application must Include a determination of the <br />suitability of this proposed use within this use district. <br />Side Issues Include traffic generation and parking requirements, <br />outdoor storage. If any, and a general cleanup of the debris, <br />old boats, etc., existing on the property today. The City engineer <br />and Hennepin County Department of Transportation have been asked <br />to review the traffic controls and access delineation. <br />PUNNING COMMISSION MEETING - AUGUST 14, 1978 (Work Session) <br />Mr. Zltzloff and building owner. Rod McCharles, were present. <br />Mr. Zltzloff explained his business to the Planning Comnlsslon <br />saying this store would serve his local area customers. There <br />would be 2-3 enq>loyees and one delivery truck based here. <br />Planning Comnlsslon discussed major concezns with traffic and <br />parking and Indicated that some curb cut work will be required <br />as a condition of approval. Mr. Zltzloff Is to return with a <br />site plan showing parking, access, and any Intended landscaping <br />plus a floor plan of the store Itself showing retall/wholesale <br />floor space divisions.
