Subject to verification of adequate primary <br />and secondary sites for drainfield, there appears to be no engineering problems <br />associated with the proposed plat. <br />This subdivision represents a change from an early proposal which had four Iocs <br />and a street location south of Watertown Road. The earlier proposal raised the <br />question of the extension of Chippewa Lane easterly through the proposed sub <br />division to connect with the proposed street. The combination of Turnham Road <br />and Chippewa Lane is over 2900 lineal feet in length or about 0.55 miles. Long, <br />dead-end streets present an element of risk to the abutting property owners and <br />to the City's ability to deliver essential municipal services due to potential <br />Interruption. When reviewing the street pattern in the area, it appears that <br />Turnham Road should eventually be extended either westerly or southerly to enhance <br />traffic circulation. <br />It does not appear feasible to extend Chippewa Lane easterly through the proposed <br />Plank subdivision to Watertown Road due to the extreme difference in elevation <br />along the boundary line. The topography drops over 30 feet in about 150 feet <br />which would result in a very steep grade. The question of maximum criteria for <br />the length of dead end streets has not yet been resolved, but a cul-de-sac of <br />1/4 mile with very low density appears reisonal>le, based on past development <br />policies of the City. This, of course, assumes that Turniam Road will one day be <br />extended to connect with another through street. .4 photc copy of the proposed <br />subdivision contours and the existing plats are enclosed herewith. <br />We reconmend approval of the proposed, two lot subdivision for Michael Plank sub <br />ject to verification of on-site drainfield facilities and subject to conservation <br />Tage 1.
