Box 66 <br />Crystal Bay, MN 55323 <br />VILUGE OS ORONO <br />RE: P.A. 78-6032, Stubbs Bay Marina <br />Dear Mr. Olson: <br />The DNR is contemplating final action of the permit application for <br />dredging at Stubbs Bay Marina. However, a recent discussion with <br />Mr. James McCleary, owner of the marina, revealed a possible alternative <br />to dredging. <br />A small parcel of land on the north side of the site is riparian to Lake <br />Minnetonka and is zoned residential. The parcel is owned by Mr. McCleary <br />and is adjacent to the marina property. <br />We have a sketch of the marina site with a proposed dock layout that can <br />accomBK>date the presently licensed number of slips. The access to these <br />dock slips would have to be from the parcel presently zoned residential. <br />It is important to note that this alternative would eliminate dredging <br />along the shoreline, with a possible exception for a launching ramp. <br />this Alternative were to be implemented, it will be necessary for <br />Mr. McCleary to submit a petition for rezoning of the small residential <br />parcel. Because a rezoning of this parcel will alleviate many of the <br />concerns of the City and DNR with regard to impacts on Lake Minnetonka, <br />I am asking for your comments and review of the attached plan. If the <br />City has no major objections to the alternative proposed, I will recom­ <br />mend to Mr. McCleary that he make formal application to the City for <br />rezoning, a prerequisite for permit issuance. <br />If, on the other hand, there are relevant objections to a rezoning, I an <br />asking the City to make a final decision on the dredging proposal as <br />originally submitted.
