Zoning Administrator <br />DATE:January 17, 1978 <br />SUBJECT:Donald Lindall, 666 Tonkawa Road <br />Request for Assessment Waiver <br />Mr. Lindall owns adjacent lots at 666 and 660 Tonkawa Road. He has <br />requested the Council to waive the sewer unit assessment on parcel 1200 <br />(660 Tonkawa Road). I suggest that the Council could give him a <br />conceptual sense, but that several problems prevent actual consideration <br />at this time. <br />1. <br />2. <br />3. <br />Both lots contain an existing dwelling; the homestead <br />on parcel 1610 (666 Tonkawa) and a cabin on parcel 1200 <br />(660 Tonkawa). Combined, the lots are 87% of one acre. <br />The lots are not combined, and can not be combined until <br />Mr. Lindall clears the following: <br />1) Parcel 1610 (homestead) is being purchased on a <br />contract and is registered to an F. H. Irmen as <br />fee owner. <br />Parcel 1610 has delinquent 1976 taxes. <br />Parcel 1200 (cabin) is registered to a Robert Vick with <br />no evidence of ownership by Mr. Lindall. <br />Mr. Lindall states that he wants to expand his homestead <br />onto the adjacent lot and use the existing cabin as an <br />accessory structure. The cabin has not been connected to <br />the sewer. The assessor's records from a November, 1977 <br />visit Indicate-an apparent conversion underway to make a <br />porch into living quarters. No permit has been requested. <br />The cabin is 20' x 21' with a 1977 market value of $999.00. <br />2) <br />3) <br />Summary; Combination of the lots and use for one dwelling is consistent <br />with the zoning district intent and would improve the existing situation. <br />The problems are technical in clearing the way for combination and in <br />the use of the existing cabin. Perhaps Council should require prior <br />removal of the cabin to eliminate future problems* <br />A
