MINUTES OF A PLANNING COMMISSION MEETING HELD JANUARY 16, 1978 - PAGE 3 <br />Lee Tomlinson, chairman of the Park Commission, <br />asked if these funds could be used for park <br />programs* Mr, Hendrickson stated this would <br />depend on meeting the 51% criteria. He added <br />that 75% of the funds must benefit low and moderate <br />income property. However, there is an exception <br />to this 75%, which is if a danger exists such as <br />polluted water supplies. He noted that all the <br />criteria are only proposed and should be finalized <br />within the next few weeks. <br />The Zoning Administrator asked about using the funds <br />for community septic systems near Stubbs Bay. He <br />felt some of these property owners could qualify <br />within the 51% of the serviced area. <br />Mayor Van Nest stated he knew of certain projects <br />\diere the City will be spending money for other <br />projects and did not feel it was right to make up <br />projects just to use the money. <br />After all the public were heard the public hearing <br />was closed at 8:11 P.M. <br />There were no additional comments and at this time <br />no recommendation was made. <br />Chairwoman McDonald announced this was the time <br />and place for a Public Hearing on the petition <br />of Joe Braun, for preliminary approval of a <br />subdivision at 3024 Casco Point Road. The Zoning <br />Administrator presented the Notice of Public <br />Hearing and the Affidavit of Publication. <br />The Zoning Administrator explained that the original <br />parcel exceeds one acre. The proposed lot split <br />would result in two parcels both of which would <br />exceed the required one-half acre minimum area. <br />The original subdivision was brought before the <br />City in March of 1975, the final plat drawings <br />were approved by the Council in June of 1976 <br />subject to payment of a $2,000 park dedication <br />fee, which has never been paid, and the plats <br />have never been signed. He added that the lake <br />frontage is only about 50 feet, which does not <br />meet the 100 ft. minimum lot width requirement. <br />He presented the Commission copies of the letters <br />he had received from David Y. Morris, 2990 Casco <br />Point Road, dated 1/6/78, and Howard R. Alton, Jr., <br />3025 Casco Point Road, dated 1/14/78, indicating <br />their disapproval o: this subdivision. <br />After all the public were heard the Public Hearing <br />was closed at 8:15 P.M. <br />HENN.
