Sch*dul« of Construction <br />Phase I is currently under design, with the City of Minnetonka being the lead * <br />agency. Demolition of the buildings and marina infrastructure wiil begin in <br />November 2001. The cieared site will be ready for development as a public boat <br />access by April 2002. Substantial completion of the site is expected in 2002 with <br />landscaping and establishment of shoreline buffers and infiltration area plantings <br />possible in the Spring/Summer of 2002. <br />Phase II design will begin in 2002 with implementation expected in 2003. Phase <br />III design will begin in 2002 with implementation expected in 2004. <br />Method of Financing <br />Implementation of the portion of the project that Minnehaha Creek Watershed <br />District has responsibility for could be financed through an ad valorum tax levy <br />pursuant to Minnesota Statutes 103B.251, or other sources of funds not identified <br />at this time. Other possible sources include LCMR, local funding by one or more <br />municipalities, local fund raising, other agencies such as the Minnesota <br />Departntent of Natural Resources, the State of Minnesota, Hennepin County, <br />sp^al assessments, grants, subwatershed taxes and contributions. Each <br />4)rcjecthaeunique.cii£uffl8tances-thatwill determine appropriateiunding ______ <br />sources. Most such projects will involve a combination of cost sharing. <br />In developing a funding plan, the District will consider such factors as the extent <br />to which cities or subwatersheds receive particular benefits, including flood <br />control, water quality and aquatic habitat benefits, recreational benefits, <br />educational benefits or demonstration of environmentally sound methods, or <br />increased tax base from the project, and the extent to which similar projects have <br />been or may be undertaken for similar programmatic or regulatory activities <br />without District funding. <br />Incremental construction cost increase attributed to the use of environmentally <br />sensitive methods instead of traditional and structural approaches <br />r <br />C:\My OocumefltsVlICWtnarsys Bay no^plaiiainsndmanLdoc <br />9
