r <br />Date; 12/05/02 <br />To: Lin Vee <br />m <br />From: Kurt'Erickson <br />Ref: Narrows Saloon - License Renewal <br />Pursuant to the liquor license renewal process I have reviewed the police department records. I <br />found that the Minnesota criminal history data base shows no convictions on file for James <br />Anderst. The Minnesota driver license records show no entry since the last renewal. <br />The police records show no problems in the business since the last renewal. Mr. Anderst has <br />been cooperative in supporting the police departments efforts. Mr. Anderst has been a leader in <br />the Navarre area for business promotion through his efforts to support the Navarre Dog Days <br />event. He has cooperated with the police request to make these events safe for everyone. <br />There are two incidents that should be mentioned in the renewal consideration though. The first <br />incident involves a non sufficient funds (NSF) check that was issued to the City of Orono on <br />02/14/02 for a water bill. 1 his check was for $879.36. This matter is reflected in Orono Police <br />file 02-0920. The check has not been made good. <br />The other matter deals with an incident on 07/26/02. It is documented in Orono Police file 02- <br />3543. Orono Police conducted an alcohol compliance check on that date. An employee of the <br />business, Kara Thill sold beer to an underage buyer without asking for any identification. Ms. <br />Thill was charged criminally. She plead guilty to the offense of providing liquor to a minor. On <br />October 22,2002 1 sent Mr. Anderst a letter advising him of the $500.00 civil penalty due the <br />City for the violation. Mr. Anderst has not made this payment. <br />I would note th'tt Mr. Anderst did make a $ 1,000 contribution to the North Tonka Crime <br />Coalition (NTCC). This money was used by NTCC to contribute to the police departments new <br />lifle fund. This payment was made this fall. <br />In general 1 l^lievc Mr. Anderst tries to run a good business. I would recommend the renewal of <br />the license if Mr. Anderst makes good on the NSF check and pays the civil penalty for thirfirst <br />compliance check failure. <br />• <br />1 would like to ask that the City consider stressing to him how committed the City is to under <br />age compliance checks and the enforcement of all laws. Mr. Anderst has been notified of all of <br />our seminars on responsible beverage service and compliance checks. He and any of his staff are <br />free to attend any of the seminars we conduct. No one from the Narrows attended the 06/06/02 <br />seminar. Mr. Anderst and another employee did attend the 10/28/02 seminar. 1 did not research <br />prior years rosters. <br />1 would also ask that Mr. Anderst be reminded of the civil penalties in the City’s fee structure.
