S Agenda Section; Zoning Item Description:#2587 Richard Rudd 4575 Wayzata Boulevard Preliminary Road Plat Amendment Exhibits: A Resolution to Amend Resolution #4479 B Letter from applicant C Preliminary Plat Resolution #4479 D Staff Report and exhibits of 6/5/02 Background: Townline Road was closed at Highway 12 in conjunction with the proposed intersection changes and signal planned for the Highway l2n'ownline Road intersection. As part of this project several access points to Highway 12 will be eliminated or changed. To be eliminated is the access east of Townline Road that serves four Orono residents. This frontage road will be built from Townline Road to the east to serve the residents. MnDot will frmd the gravel base portion of the road. This road will go thru the Rudd's property. To receive MnDot funding for the frontage road, Medina needed an exact location of the road and submit a request by September 2000. The Rudd's preliminary subdivision was in June 2000. However, they did not want to proceed with the final subdivision at that time. In Resolution #4479, item #4, the one year requirement for final approval was waived extending the final plat application deadline to December 3 1 ,2003. This date was based on MnDot's intent to let the project in the fall of2002 and construction would be in 2003. The MnDot timetable has changed to letting the project in the fall of2003 with construction in 2004. Because of this the effective period of preliminary plat approval needs to be extended one additional year.
