I
^*'* **•**•• • «•><ING
REQUEST FOR COUNCIL ACTION
OfC 9 2002
Cl I y Oh UHONO
DATE: December 12,2002
ITEM NO.: \
DepartmcDt Approval:
Name Gregory A. Gappa
Tilk Director of Public Services
Administrator Reviewed:Agenda Section:
Public Service Director’s Report
Item Description: Orono/Long Lake Water System Interconnection Improvements
There is currently an interconnection between the Orono/Long Lake water systems located in the
southeast quadrant of the T.H. 12/ Willow Drive intersection. This interconnection is normally
closed and is used for emergency purposes such as fires or when system maintenance or repairs need
to be performed on one of the systems.
The existing interconnection is located in an underground access pit that is approximately eight feet
deep and requires entry into the pit to operate the valves. Entry of this pit requires the use ot
confined space entry safety procedures. Also the pit is usually full of water, so pumping is required
for fifteen minutes before a person can gain access to the pit. In the event of a fire, when quick
access to the interconnection is needed, the current situation is unacceptable. The valves are rusting
because of the water in the pit and will eventually become unserviceable, fhe location of the pit also
creates a traffic safety hazard when it is open.
Tlie proposed project is to remove the pit and install standard gate valves that can be operated from
the surface with a valve wrench. This will allow for immediate access to the valves without having
to enter a confined space. We arc recommending approval of this project. Long L.ake has solicited
quotes for this project and we are recommending that project be completed by Valley Rich
Construction at a cost of $6,100 to be split between the two Cities.
COUNCIL ACTION REQUESTED:
*
Motion to authorize the expenditure of $3,050 for a joint project with the City of Long Lake to
install a new valve s> stem for the interconnection between the City *s water systems with the project
funded from the Water Fund Capital Outlay Budget. Also, approval of a budget adjustment to the
year 2002 Water Fund Capital Outlay Budget to reflect this expenditure.
