Finding of Similar Use: The B-S zoning <br />district does not specifically list furniture store as either a permitted or conditional use. The zoning <br />code does give the Planning Commission and City Council the authority to interpret when a <br />proposed use is substantially similar to other uses in a specific zoning district. 2. The second part of <br />this application is the commercial site plan review. <br />The applicant, Barbara Hensley, intends to purchase the property at 3850 Shoreline Drive which is <br />currently operated as “Bay Furniture.” The applicant intends to operate an upscale resale store <br />called “Hope Chest for Breast Cancer”. The proposed business will continue to sell furniture, <br />antiques, crystal/china, jewelry and home accessories such as lamps, pictures and rugs. There will be <br />a limited amount of clothing and accessories. There will also be a section devoted to gifts for <br />women with breast cancer and books, supplies, etc. regarding breast cancer. The proceeds of “Hope <br />Chest for Breast Cancer” will go to organizations dedicated to breast cancer research, education and <br />care for the under-served (limited or no health insurance). <br />The property is zoned B-5, Limited Neighborhood business District. A furniture store is not listed in <br />the B-S district as either a permitted or conditional use. In April 1986, the City Council determined <br />that the proposed fum''ure store was compatible with the other uses in the zoning district and would <br />operate substantially similar to a “gallery”. In October 1986, the City Council approved the <br />commercial site plan for the ftmiiture store. Again in June 1998, the City Council approved the <br />commercial site plan for the current furniture store. <br />i
