By following this procedure, the ballot envelopes are not <br />opened, and the polling place rosters are not marked indicating that the voter has voted by absentee, <br />until election day when the absentee ballots in sealed envelopes are delivered to the polling place <br />after the last nuul delivery. <br />Staff Recommendation <br />Staff is recommending that Council establish an absentee ballot board composed of at least two <br />election judges of different political parties appointed by the City Clerk.
