Gappa <br />Titk Director of Public Services <br />Administrator Reviewed: Agenda Section: <br />Public Strvices Director ’s Report <br />Item Description: Crystal P<ty Road Drainage Project <br />Introduction <br />This project area is located at the west end of Old Crystal Bay Road. There is an existing metal pipe <br />culvert under the railroad tracks that drains about 13 acres of fully developed land in the Navarre <br />neighborhood. A drainage area map is included for your review. The storm water flow from this pipe <br />drains overland through three properties that are located north of the railroad tracks then flows <br />through a culvert under Crystal Bay Road and into Crystal Bay. There is significant erosion at the <br />pipe outlet. These downstream properties are very flat and the houses and garages located on them <br />are older and were built at a low elevation with poor drainage around them. This results in damage <br />to the house foundations, flooded cra vl spaces, and water in the garages during heavy rains. <br />Our understanding from the property owners is that problems became worse after 1995 when <br />changes to the Shadywood Road railroad crossing and culvert and ditch cleaning activities were <br />completed. In 1996, a possible project was considered to install a storm sewer pipe from the railroad <br />pipe outlet to Crystal Bay. This project was never completed because of funding issues. The <br />property owners objected to paying for this project because of the large drainage area upstream of <br />the properties. The possibility of an assessment project was also discussed. Drainage assessment <br />projects are always difficult to accomplish because the upstream property owners have no incentive <br />to be assessed for the project costs as they arc not experiencing any negative impacts from the storm <br />water drainage. The property owners have contacted us several times over the last few years <br />concerning this situation, but no progress was made in solving the problem because of funding <br />issues. The City now has a Stormwater Utility funding mechanism inplace to provide money for <br />completion of storm water management projects. <br />Our recommendation is that completion of a project in this area with stormwater utility funds is <br />appropriate because of the large drainage area, and the amount of public street runoff that flows <br />through these properties. The properties are substantially impacted by the large amount of storm <br />water drainage that flows through this area. The concept of an assessment project to solve this <br />problem is not a realistic option because the upstream properties in tlie drainage area are not <br />experiencing any adverse impacts and therefore have no incentive to support an assessment project. <br />Page 1 of 4 <br />ill'
