Submit a declaration for the preservation of wetland buffers, filter strips and vegetated <br />swales which must be executed and recorded <br />Background: <br />The applicant is proposing to construct improvements on an 18.4-acre lot at the •address listed <br />above in the City of Orono. The proposed project involves the construction of a 1400 square <br />foot building addition, new pavilUon, ADA accesses, expansion of gravel trails, and «tiftr«»ti n** <br />stabilization. *^0 wetlands currently exist on site and will not be impacted by filling or <br />excavation activities as a result of tUs project. Permits would allow for the constiuctioa of <br />buildings, impervious surface, shoreline improvements and establishment of wetland buffers. <br />RuleB: <br />Erosion control consisting of silt fence and inlet protection has been provided throughout the <br />BulcD: <br />As stat^ above two Type 3 wetlands of less than one acre in size currently exist on site and will <br />not be impacted from filling or excavation as a result of this project. The applicant has agreed to <br />declare two 16.S-foot buffers around the boundaries of delineated wetlands in accordance with <br />RuleD. <br />RuleP: <br />The applicant has proposed to stabilize approximately 350 feet of shoreline with rip rap. <br />Currently the shoreline is stabilized with vegetation, however, the qiplicant cites erosion <br />problems as a need to install rip rap to better armor the shoreline. Rip rap will be placed at a <br />3H:1 V slope and consist of Class UI-IV rock which uimplies with MCWD Rule F fast-track <br />criteria. <br />BulfiJhL <br />The applicant has proposed a total increase in impervious suifice of 13,700 square feet with the <br />proposed project. The proposed trails will be no greater than 10 feet in width with adjacent five- <br />fool pervious buffers and therefore will not be subject to Rule N requirements. In <br />with Rule N, water quality, rate control and BMP requirements will be assessed in regards to toe <br />increase in impervious. Runoff rale analysis shows that the proposed runoff from major rain <br />events routed overland to swales and filler strips will not increase as a result of the project <br />Drainage will be routed torough existing filter strips and cfcated swales which are <tg«gw*4 to <br />p^orm water quality treatment torough infiltration and retention.
