The plat is named <br />Willowfire Addition. The new public road south of the fire station is designated as Fire Station <br />Drive for platting purposes, although Council can rename the road in the future if it chooses to. <br />Per the preliminary plat approval Resolution No. 4769, the easterly parcel reserved for future use <br />(probably residential in nature per the Comprehensive Plan) is designated on the plat as Outlot A. <br />Outlot A will remain in the ownership of the City of Orono but cannot be developed until it is <br />replatted in the future as a buildable Lot. This “outlot” status allows the deferral of Park Fees and <br />Storm Water and Drainage Trunk Fees, which would be collected at the time of development. Outlot <br />A is accessed via Fire Station Drive. Also recall that while the stormwater facilites serving Lot 1 <br />are located within Outlot A, those facilities would have to be expanded when Outlot A is developed, <br />as the design did not incorporate capacity for the as yet unknown needs of Outlot A. <br />The Park Fee was waived for Lot 1 upon which the fire station is under construction. The Storm <br />Water and Drainage Trunk Fee of SI 3,220 is due for Lot 1, and is intended to be a 50/50 shared cost <br />between Long Lake and Orono. The other outstanding fee due is the S250 final plat fee, also a <br />shared cost. Consultant fees incurred to date are primarily for surveying and plat drawings, expected <br />to total approximately S4.000. <br />Yet to be completed is the execution of covenants to give notice to current and future landowners <br />of obligations and restrictions on the use of the Replacement Wetland and the Impacted Wetland, <br />as well as requiring wetland buffer maintenance, twice-yearly street sweeping, stormwater facility <br />maintenance, and prohibiting use of phosphorus-containing fertilizer.
