Gaf&on <br />Title: Planning Director <br />Agenda Section: <br />Zoning <br />Item Description: #02-2782 Professional Properties of Orono, 2765 Kelley Parkway <br />- Proposed Medical Office - Request for Approval of Revised Concept Plan <br />List of Exhibits <br />A - Planning Commission Memo & Exhibits 8-15-02 <br />B • Zoning Code Section 10.61, Subd. 6 <br />Summary of Request <br />Applicants received Concept Plan Approval per City Council Resolution No. 4823 on June 10,2002. <br />As they have continued to refine the site plan, a number of revisions have been proposed which do <br />not change the defined use of the site but do significantly affect the parking layout, access locations, <br />site circulation, building size and orientation, etc. and which staff concludes rise to the level of <br />requiring a Revised Concept Plan review and approval. <br />Applicants have advised the City that they now have a signed purchase agreement to acquire the <br />adjacent 2.5 acre parcel to the east, and the Revised Concept Plan indicates a portion of the medical <br />office’s required parking on that site as well as a shared access to Kelley Parkway. <br />Planning Commission Recommendation <br />Please review the attached Planning Commission memo and exhibits. The Planning Commission <br />voted 6-0 to recommend approval of the revised Concept Plan subject to the following <br />recommendations/conditions: <br />1.Because there has been recent City discussion regarding the possibility of converting the <br />Highway 12 ditch to an urban section with storm sewer. Planning Commission that <br />Council work with applicant to escrow funds if necessary to allow construction of the trail <br />along 12 to be delayed until Highway 12 future section plans are determined. <br />i . <br />/ !
