Cappa <br />TiUc Director of Public Services <br />Admlobtrator Reviewed: Agenda Section: <br />Public Services Directors Report <br />Item Description: North Arm Lane Paving Project* Resolution <br />At the August 12"* Council meeting, a Public Hearing was held for a possible assessment project for <br />the paving of North Arm Lane. This street is the only remaining gravel road in Orono. There arc <br />seven residences that have access from North Arm Lane. The City Engineer has completed a <br />Feasibility Study for this project and the estimated project costs are S31,835 which results in an <br />assessment of $4,550 per property. The annual cost at 6.5% interest over a 10*year time period is <br />approximately $650 per year. <br />Five of the seven property owners were present and spoke at this hearing. Three of the property <br />owners were in favor of the project and two owners were not in favor of the project. One of the <br />owners present stated that there was a property owner not in attendance that was dso not in favor <br />of the project. At the time of the Public Hearing, we had not received any comments from the <br />seventh property owner who is currently residing in Arizona. <br />After discussing this project, the Council directed City staff to contact the two property owners who <br />not in attendance regarding their interest in the project. I had a phone conversation with one of these <br />property owners. She is not interested in this project for several reasons. She has lived on North Aim <br />Lane for many years and likes the “Country Lane “ aspect of the gravel road. She also stated that all <br />of the newer property owners want the road paved even though they knew it was a gravel road when <br />they moved there. The size and value of the new houses and rapidly rising assessed property values <br />and corresponding tax increases was also expressed as a concern by this property owner. Her <br />propert)' is located on the paved area of the road near the North Arm Drive intersection, and that she <br />would not benefit from the project was expressed as another concern. (Actually, the pavement in this <br />area is in very poor shape and would be reclaimed and paved as part of this project.) <br />I have contacted the property owner, who lives in Arizona by telephone, and did not receive a <br />response to my voice mail message in which I specifically asked for his comments on the proposed <br />project. <br />We have received a letter in support of the project that the property owner requested be provided to <br />the Council for this meeting as he will be unable to attend die meeting. This letter is from one of the <br />residents who spoke in favor of the project at the Public Hearing. There may be neighborli <br />residents in attendance at the Council Meeting. <br />Page 1 of 2
