^02-2797 Sandra Smith and James Murphy <br />30 Orono Orchard Road <br />Page 3 of 3________________________ <br />rfftntW^aahiu Reconiinendatioii <br />The Planning Commission recommended approval of the application by a vote of 6 to 0 (Smith as <br />the applicant did not vote). <br />The Planning Commission inquired whether the property owners had a time period they would <br />like to consider as an adequate time to allow the property to be used for 3 horses. The property <br />owners concluded 10 years may be adequate. The Planning Commission agreed and included a <br />suq$et provision within the Conditional Use Permit that would allow the property to be used for 3 <br />horses for a period of 10 years. After 10 years the property would be back to allowing only 2 <br />horses. <br />The Planning Commission also requested the property owners continue the manure management <br />program that they have been using. <br />Public Comments <br />Two neai*by property owners were present at the public hearing and both spoke in favor of the <br />application to allow an additional horse. Attached u-.: comments that have been received by the <br />City of Orono from adjacent property owners that had comments, but were not present at the <br />meeting. Additional public comments are attached to this document. <br />Staff Recommendation <br />Staff recommends approval of the application to permit the three horses to be permitted on the <br />property per the reques. in the applicant’s letter of application. One additional horse will not be <br />significant change to the character of the property and the applicants own the property that has the <br />most impact. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt the resolution to approving the Planning Commission recommendation to <br />approve
