(PEC) has field reviewed an alleged wetland <br />buffer encroachment on the Revis Stephenson property at 1850 Fox Ridge Road. We <br />specifically reviewed the magnitude of the alleged encroachment and the quality of re <br />vegetation and erosion control efforts on the property. As discussed at the Orono City <br />Council meeting on July 8, 2002, we found it necessary to refine the winter wetland <br />delineation done on the property by EnviroData, Inc., from which the 26-foot buffer was <br />measured. Our observations and recommendations are as follows; <br />Observations and Recommendations <br />The previous delineation was too conservative (an understandable result given the <br />conditions under which the delineation was performed) and encompassed a strip of <br />upland along most of the wetland boundary. The rationale for the refinement of the <br />delineation is provided below. <br />• The wetland fringe appears to be partially due to the depressed elevation of the <br />wetland ’s outlet structure under the Luce Line Trail. <br />With the refined wetland boundary, the total area of grading that occurred within the <br />26-foot buffer totals less than 300 square feet. <br />The entire slope has been successfully stabilized with erosion control fabric, <br />herbaceous vegetation and silt fencing. Minimal erosion and sedimentation has <br />occurred since the site was re-vegetated, despite record storm events in June of 2002. <br />1353 M;.*ndoij Heights Road. Suite 100 Mendota Heights.
