Park Dedication requirement (still undergoing staff review). <br />G. Sewer and Water Connection Charges requirement. <br />Page 10 also includes procedural elements establishing that this resolution does not constitute <br />the formal rezoning of the site, and that this approval is effective for 6 months. <br />Staff is still reviewing whether Park Dedication requirements are applicable to this project, given that <br />a $200 park fee was paid at the time of subdivision in 1984 with the intent for a library use at the <br />site. Staff will followup with further information on this topic. The Resolution leaves this subject <br />for later review and conclusion. <br />The Resolution does not address the possibility of site expansion due to acquisition of adjacent lands. <br />However, such acquisition may be necessary in order for applicant to meet the conditions of the <br />Resolution. The resolution language does not specifically preclude the opportunity to acquire <br />additional land. Ron Moorse and applicant may be able to update Council regarding the adjacent <br />property status on June 10. Council may wish to consider whether it wants the opportunity to review <br />the Concept Plan Approval conditions if the site is enlarged. <br />Staff Recommendation <br />Council should carefully review the Concept Plan Approval Resolution. The intent of this Resolution <br />is for Council to give applicant clear direction regarding what will be necessary in order to obtain <br />Development Plan Approval. Council is free to make any revisions, additions or corrections to this <br />document to ensure that it reflects the Council’s intent. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt or amend the attached Concept Plan Approval Resolution.
