EXHIBIT A <br />SECOND AMENDMENT TO THE <br />JOINT AND COOPERATIVE AGREEMENT <br />LOCAL GOVERNMENT INFORMATION SYSTEMS, <br />Originally Dated May 1,1972, <br />As amended By Amendment No. 1, Adopted May 3,1993 <br />Section 1. Article I, General Purpose, of the Joint and Cooperative Agreement, Local <br />Government Information Systems, as amended, (Agreement) is amended to read as follows: <br />I.GENERAL PURPOSE <br />The general purpose of this agreement is to provide for an organization through which the <br />parties may jointly and cooperatively (novide for (j) the establishment, operation and maintenance <br />of data processing facilities and management information systems for the use and benefit of the <br />parties and others and fii) group health, life, accident, and othCT insurance aiKl personnel benefits for <br />the officers and employees of the parties and the organization. <br />Sec. 2. The terms of this amendment are effective as of April 1,2002.
