1 • <br />#02-2782 Professional Properties of Orono <br />May 24.2002 <br />Page 2 <br />Planning Commission Recommendation <br />Planning Commission concluded that the dental office use was consistent with the 2000-2020 <br />Community Management Plan guiding of this site for office use, and that B-6 was the appropriate <br />zoning district for this use. Planning Commission voted 7-0 to recommend approval of the rezoning <br />to B-6, and was not concerned that the site does not meet the S-acre minimum for rezoning in the <br />Highway 12 Corridor (also see 5-17 staff memo). <br />Planning Commission also voted 7-0 to recommend Concept Plan Approval, subject to continuing <br />to work with staff to refine details of the site plan. <br />Site Plan Issues for Council Discussion <br />Site plan issues for further discussion include: <br />1.The site is approximately! 7% building, 28% green space and 55% parking/sidewalk <br />hardsurfaces. This meets the 25% minimum green space requirement that appeared in the <br />B-6 district standards prior to recent revisions which omitted that percentage. Additional <br />green space if required could be created by removing the perimeter drive and 4 parking stalls <br />along the SE comer of the site. However, these stalls help provide the excess parking <br />applicants wish to retain due to anticipated high daily patient turnaround rates (several <br />hundred patients per day), and the one-way drive will eventually become a preferred drop-off <br />route for patients. Is Council satisfied with the percentage of green space on the site? <br />2.Site circulation for the general parking areas appears to be functional and minimizes <br />conflicts. The site plan exceeds minimum parking stall number requirements for this ofHce <br />use. There is a patio and service area, including detached trash enclosure, along the northeast <br />side of the building. The intent is for trash collection and service vehicles to use an in-only <br />access at the NE comer of the site. Layout with regards to maneuvering efficiency for <br />deliveries and trash removal along the east side of the building should be scrutinized by the <br />applicants. This area faces Kelley Parkway, so attention must be paid to making it attractive <br />or screening it. <br />3.The building materials in general appear quite acceptable; applicants noted that some changes <br />in color of the facade materials arc contemplated.../A<?je must be finalized prior to <br />Development Plan Approval. <br />4.The proposal leaves the existing trail along Old Crystal Bay Road in place, with a 5 ’ setback <br />to the curb in the parking lot. This setback is acceptable to Hennepin Parks which partners <br />with Orono on this trail. However, a question was raised as to whether the 5' setback allows <br />for winter snow storage along the trail. If the City in the future chooses to maintain this trail <br />in the winter, snow removal might be necessary for this stretch. The 5* setback likely will
