There are a few key issues which the City staff sees as critical in <br />develonment of diis site: <br />A.Stormwater Management. The existing ponds adjacent to Highway 12 are owned and <br />controlled by MnDOT. Orono will assist as necessary to obtain MnDOT permits/approvals <br />for use and expansion of these ponds to serve your development and the two parcels to the <br />immediate west along Highway 12. Orono can provide 2' contour maps of the surrounding <br />area draining to your site. Orono and the Minnehaha Creek Watershed District will require <br />both rate and water quality control ponds be developed on the site. <br />B.Traffic and Vehicular Access. The development of approximately 250 residential units on <br />this site will have a significant traffic impact on the adjacent road system. You will be <br />expected to provide a traffic study to analyze those impacts and establish whether any <br />modifications to the existing roadway system are necessary to accommodate this <br />development. <br />C.Density & Open Space, Building Hci^t, Massing and Location. Illustrative before and <br />after views will be helpful to the City in assessing these impacts. The two most critical <br />issues at first blush are the massing of the senior housing buildings, and the location of <br />townhomes adjacent to the City’s public works facility. <br />D.Retail Component at Comer of 12/Willow. The City’s Comprehensive Plan qiecifically <br />states that the area westof Willow Drive and north of Highway 12 should not be developed <br />with retail uses, except as accessory uses to office development The Council has recently <br />reconfirmed its strong preference to minimize retail uses in the NW quadrant of Willow <br />Drive and Highway 12. This policy is based on focusing retail development in a compact <br />downtown retail area rather than a linear retail corridor along the length of Highway 12. <br />We are looking forward to working with you on this project snd will seek to provide whatever <br />assistance we can in moving the process forward.
