The variances approved in 1999 allowed the property owners to add a second story <br />addition to the house located within 75' of the lakeshore and permitted the addition of an attached <br />garage. The property currently does not contain a garage. <br />The applicant has stated in her letter of application that the project was not completed within one <br />year of the approval due to a family illness. <br />The after the fact portion of this application is for the approval of the second story addition. The <br />property owner had hired a contractor to repair the existing leaking dormers and w indovvs. It was <br />determined the dormers required replacement, and were replaced larger than what had previously <br />existed thus resulting in an expansion of the building envelope w ithin 75’ of the lakeshore. The <br />dormer expansion, rather than a complete 2“* story addition as approved in 1999, will have a <br />reduced visual impact from the lake and adjacent properties. Normally the City will issue a <br />permit when a building addition is within the envelope approved per a variance if it is determined <br />the building addition has less impact and is in ch.iracter with the approved plan. In this case n <br />permit would likely have been issued without Planning Commission or C ./uncil review if it had <br />been applied for within one year of the variance approv al. <br />Ms. Shaw has referred to Phase 2, which is the actual building and garage addition (hat was also <br />approv ed as part of the 1999 variances. The variances approved 2,406 s.f. (51%) hardcov er in the <br />75-250' lakeshore setback where 25% is allowed. <br />1
