Drainage: The applicant did not submit a draiiu^e plan with the application. A drainage plan <br />needs to be approved by city staff prior to City Council review of this application. <br />Issues for Consideration: <br />1. A residence currently exists on the property in a non-conforming location too close to the lake <br />and will be removed. Existing total hardcover on the site reduces from 7,698 s.f. to 5,049 s.f. <br />2. The lot area and width are conforming for the LR-IC zone, therefore is not a hardship for this <br />property. <br />3. The new residence will meet average lakeshore setback and all other required setbacks. Should <br />the potential negative impact on average lakeshore setback for adjacent properties be considered as <br />a h^dship justifying excessive hardcover? <br />4. Does the Planning Commission feel tree location and preservation is a hardship and meets the <br />hardship criteria for a hardcover variance? Will the trees survive construction? Should a covenant <br />or resolution reflect if the tree/trees don’t survive new ones must be planted? <br />5. The applicant has included sidewalk and driveway on the plan and in the hardcover calculations. <br />6. The proposed house and deck can meet the hardcover requirements for the property if it is moved <br />back on the lot. <br />7. The house footprint is not excessive and further reduction of house/garage size won’t significantly <br />alleviate the hardcover issue. <br />8. Other issues raised by the Planning Commission. <br />Staff Recommendation: <br />Planning Commission must first conclude whether the hardships supporting this variance request <br />are valid. Even if they are. Planning Commission should consider whether there are alternatives for <br />house/garage configuration that preserve the desired square footage yet reduce driveway hardcover <br />while preserving the trees. <br />Options for Action: <br />1 . Recommend approval of variance and prior to going to City Council a grading plan be submitted <br />and reviewed by City Engineer. <br />2. Recommend denial of variance, stating reasons. <br />3.
