LaMlUsePUa <br />Big Island Goab and Policies <br />Goab: <br />1.The City will encourage Hennepin Parks to continue its eiisting <br />level of control and ownership of its land on Big Island. Orono <br />does not have the capability of providing public services and facilities <br />to residents on the islands. The existing balance between private and <br />public ownership of properties on Big Island is reasonable. The City <br />encourages continued use of the Heimepin Parks properties on Big <br />Island as a passive recreational resource for general lake users. Orono <br />will not encourage condemnation or forced conversion of private <br />residential properties on Big Island to public land. The City has <br />adopted ordinances which allow continued individual private seasonal <br />recreatioiuil use of the Island while prohibiting excessive <br />development. Orono will assist Hennepin Parks in continuing its <br />current level of management of its property on Big Island. <br />2.Continue to allow seasonal recreational land mscs and limited <br />residential uses on Big Island. Such use must be subject to strict <br />enforcement of all peifotmance standards and the explicit <br />understanding that the City will never be able to provide even basic <br />public services. <br />3.Maintain the natural, seasonal recreational character of the <br />bland. <br />4.Provide at least a rahthnum level of emergency access to the <br />island. <br />5.Avoid or minimize future problems on the bbnd in rebtion to <br />sanitation, safety, fire protection, erosion, etc. <br />Policies: <br />1.Ezbting RS Dbtrict controb on devebpment and bnd use will be <br />strictly enforced, and rebforced where necessary, to avoid <br />potential problems related to sanitation, public safety and security, <br />fire protection, etc. <br />2.The City will encourage private landowners of bbnd properties <br />to protect their shorelines from erosion. Natural rock rip-rap and <br />other natural methods will be encouraged.
