In 1993, the applicant applied for a variance to add onto the residence and was approved for <br />2,440 s.f (20%) lot coverage by structures on the property. At that time the patio was included <br />in the lot coverage calculations, and hardcover in the 0>75’ saw a reduction but no improvements <br />were proposed in that zone. At that time, hardcover was proposed to be 19.7%, but was not <br />approved at that amount. Existing hardcover is 734 s.f. (18.1%) and is proposed to be 761.5 s.f. <br />(18.67%). The deck and walkway have existed as is since at least 1992, as shown on the survey <br />included in the approval (Exhibit I). <br />The design of the deck is an equal replacement to what existed. To meet todays code standards <br />the footings were required to be raised above grade, higher than what existed, so an additional <br />step was added. The square footage of the deck increased by approximately 30 s.f. to meet the <br />standard. <br />Statement of Hardship <br />The applicant has included his statement of hardship in Exhibit D. The applicant should also be <br />asked for his testimony regarding this issue. <br />Issues for Consideration <br />1.The deck acts as a walkway from the second level of the residence to the lakeside of the <br />property. The lakeside of the residence is a walkout. <br />2. <br />3. <br />The lot coverage by structures is not changing from the amount approved in 1993. <br />Approximately 8-10 boards on the walkway have been replaced. Staff has viewed this as a <br />repair not replacement. <br />4. Other issues raised by the Planning Commission. <br />Staff Recommendation <br />Staff recommends approval of the lot coverage by structure and hardcover variances.
