TO: Mayor Peterson and Council Members <br />FROM: Ron Moorse, City Administrator <br />DATE: * November 27,2002 <br />SUBJECT: City Administrator Performance Evaluation <br />The following is a list of major areas of responsibility of the City Administrator, to assist the Council <br />in preparing for the City Administrator performance evaluation. I have also attached a listing of goals <br />that were set by the Council for 2002. Please review these in preparation for the December 5 work <br />session. <br />City Administrator Areas of Responsibility <br />-Council Relations/Communication: Keeps the Council members informed regarding key issues, and <br />helps to provide coordination of Council efforts, particularly in relation to intergovernmental issues. <br />-Intergovernmental Relations: Develops and maintains positive relationships with key agencies with <br />which the City is involved. Identifies opportunities for cooperative efforts with other jurisdictions, and <br />helps to coordinate City efforts to take advantage of those opportunities. <br />-Work Planning and Organization: Develops objectives and work plans for the year. Plans and <br />organizes woric assigned by Council to ensure it is completed in a timely manner. <br />—Long Term Planning: Facilitates long term planning, and a long term perspective by Department <br />Heads and Council in policy-making and goal-setting processes. <br />-Fiscal Management: Plans and organizes for the most economical utilization of staff, materials, and <br />equipment. Fiscal management includes long term planning for equipment, facilities, and public <br />improvements. <br />-Leadership: Develops a culture of excellence, innovation, responsiveness, service, and a team <br />approach. Builds cohesiveness in staff. <br />-Personnel Management: Recruits, develops, and retains high quality people in the organization. <br />-Judgement and Decision-making: Decisions and recommendations are based on thorough analysis and <br />sound reasoning. <br />-Operational Effectiveness: On-going programs and services are responsive to citizen needs. <br />Complaints to the City are not common. The City Administrator can be depended upon to follow <br />through on assignments and objectives. <br />II <br />‘1
