TO:Mayor and City Council
FROM:Ron Moorse, City Administrator
DATE:April 19,2002
SUBJECT: Discussion with Mound City Manager and Fire Chief Regarding Fire Service and the
Planned New ^^'und Fire Station
At the April 22 Council Work Session, the Mound City Manager and Fire Chief will discuss plans
for a new Mound fire station. This discussion will include a discussion of what the future hol^ for
the Mound Fire Department and the cities it serves, including fire service needs and fire service
provision options. 1 have discussed with both the Mound City Manager and Fire Chief Orono's
ongoing process of evaluating options for the long term provision of fire service. 1 have indicated
these options could include a satellite station in Navarre if it could be operated in a way that makes
it economically beneficial. This could involve a broader fire ser\ ice arrangement through which a
satellite station would be staffed by multiple fire departments.
Related lafomatioa - Maple Plain Fire Department
The City of Independence, which funds approximately 50% of the costs of the Maple Plain Fire
Department, has indicated it may not renew its fire service agreement with the Maple Plain Fire
Department in the year 2003. Independence is approaching other fire departments that ser\ e other
portions of the city to determine if they can expand their fire service areas to fully encompass the
City of Independence. The deadline date for notifying Maple Plain of a termination of the fire
service agreement is August 1 .
The implication of this to Orono is that if Independence terminates its fire service agreement with
Maple Plain, either the Maple Plain Fire Department may become financially unviable, or the City
of Orono would need to fund a much larger portion of the fire department costs. Given this situation,
we need to investigate other options for providing fire service to the area currently served by Maple
Plain so that if Independence terminates its fire service agreement, we will be in a position to also
terminate the agreement.
■■ata
