TO: <br />FROM: <br />Mayor Peterson and Council Members <br />Ron Moorse, City Administrator <br />DATE:May 5,2003 <br />SUBJECT: Future Expenditure Needs <br />1. Long Lake Fire Department Equipment Replacement <br />— 2005: Self-Contained Breathing Apparatus(SCBA)-$90,000 <br />— 2007: Tanker Truck-$135,000 <br />— 2011: Light Rescue-$55.000 <br />— 2013: Pumper-$600,000 <br />— 2016: Utility Truck-$80,000 <br />2. Public Works Equipment Replacement <br />— Current transfer(levy) for equipment replacement is insufficient for future <br />needs Current transfer is $65,000/yr. The transfer amount needs to be <br />increased to $100,000/yr. (Please see the attached Capital Spending Plan for <br />the Public Services Department) <br />3. Police Equipment Replacement/Upgrades <br />A. The Police will need to replace/upgrade the computer terminals in their <br />squad cars in the next 2-3 years. This wit! cost approximately $70,000. <br />B. The Police Department needs to replace or upgrade its Police Records <br />System. This is planned to cost approximately $90,000, to be financed over <br />the next six years. <br />4. Staff Needs <br />— The PD needs another Investigator. <br />— When the Dahlstrom and Willow View developments are built-out (3-5 years), we <br />will have added approximately 500 new residents. This Is a 7% increase. This <br />will require the addition of at least one Police Officer. <br />— We have discussed the need for an Assistant City Administrator. <br />5. Street Rehabilitation <br />— The level of expenditures for street rehabilitation will need to increase <br />substantially due to the need to move beyond simple overlays to a mill and <br />overlay or to full reconstruction. This could double the cost of rehabilitating a <br />mile of street. We are currently levying $130,000 per year for street overlays. <br />If the cost of street rehabilitation doubles, we will only be able to improve one- <br />half of the number of miles of streets we improve today. <br />t <br />■,i <br />I
