Because the parcel containing the existing residence and guest house will not contain <br />at least 4.0 acres of dry buildabte land, the guest house use should cease. The <br />conditions of the 1990 Guest House CUP were never fulfilled and won’t be with this <br />lot line rearrangement. <br />2. Planning Commission was open to the conversion of the Guest House CUP to a <br />"Plumbing In An Accessory Building CUP" which would require the removal of kitchen <br />facilities from the guest house. Planning Commission discussed the fact that the guest <br />house did not meet location standards for the Plumbing CUP, but concluded that the fact <br />that the building has been in this location for many decades, is far from any neighboring <br />residence and has no negative visual impacts, it is a historic structure, parts of which <br />date to the 1870's, are factors that limit any negative impacts of such a CUP. <br />Planning Commission indicated the City Attorney should advise staff as to whether the <br />CUP conversion can be part of this process (and if so Planning Commission <br />recommends approval), or whether such a proposal must be a separate application and <br />review/hearing process. <br />3. Approval of the necessary easement vacations in exchange for dedication of new <br />easements along the new lot line. <br />4.
