Lake Minnetonka CommunicaHons Coffintission <br />Year 2004 Budget <br />The Lake Minnetonka Communications Commission budget format includes <br />three separate funds: Franchise Administration, Studio/Access Production, <br />and Capital Improvements Fund. <br />The Lake Minnetonka Communications Commission is not ftmded by tax <br />dollars and its operating budget is derived from cable franchise fees and PEG <br />fees to cable sub^ribers. <br />The Lake Minnetonka Communications Commission maintains a fund balance <br />as a reserve to maintain operation if unforeseeable funding losses should <br />occur. These could mclude lowered franchise revenue, legislation resulting in <br />reduced funding, or the like. The LMCC has some financial obligations, such <br />as a building rental contract, that would have to be paid even if the legislature <br />eliminated franchise funding. The LMCC has decided to deduct operating <br />revenue from the fund balance this year. <br />The LMCC studio and offices are stili located at 4071 Sunset Drive in Spring <br />Park. <br />The following is a summary of the categories of the budget: <br />Franchise Administration Fund <br />This fund is supported entirely by franchise fees and interest on investments. <br />Activities acco. nted for in this fund are related to the oversight responsibility <br />of the Commission representing the member cities' interest in the cable <br />operators compliance with the franchise agreement. The LMCC also <br />represents its member cities by monitoring and participating in the legislative <br />activities at the state and federal levels. <br />Studio/Access Plroduction Fund <br />This fund is to account for all public access activities. Expenses cover staff <br />time and all operating costs of assisting residents and institutions in producing <br />video presentations to be played back over the local public access channels 8, <br />19, 20 and 21. Revenues for this fund are derived from interest on <br />investments, PEG fees from our cable subscribers, a portion of the franchise <br />fees, and additional charges to entities outside of our franchise area (Mound) <br />who have a need to access the public access channels.
